In principle the purpose of government publications, including white papers, is to make the Government's Consequently, policy clearly and precisely known to the public. each publication is supposed to be written objectively and scientifically. This was true especially after the w a r w h e n it was made an invariable principle to have the contents of government publications free from bias and prejudiced o p i n i o n s . This controversial White Paper on National Living for 1968 was written by the Economic Planning Agency and was brought to the Cabinet Council on 4th July 1967.
